Kennedy said staff completed preparation work and will begin stakeholder engagement this month, hold a collaborative workshop on May 18, and aim to publish a draft addendum in summer with final updates implemented by Oct. 1, 2026 (timed to FY27 applications). The team plans to synthesize stakeholder feedback from tenant advocates, supportive‑services providers, developers and property managers.
On monitoring, Smith said the department's long‑term monitoring contractor (CS Inspectors LLC) has monitored the city's affordable housing inventory and conducts sample‑based checks (a one‑third rotation across properties every three years, with a 10% sample), but staff want to move beyond binary compliance checks to evaluate whether plans are functioning as intended. Staff said part of the analysis phase is estimating costs to increase monitoring frequency and establishing a clearer escalation process for noncompliance.
Staff also said legal constraints can complicate applying updated lease addendum provisions to properties where lease terms are embedded in existing loan agreements; staff are reviewing loan documents to determine feasible approaches.
Next steps: staff will complete the analysis, publish an implementation plan by Aug. 1 and aim for final addendum and guideline updates by Oct. 1. The committee did not vote on the item; members asked follow‑up questions about contractor scope and capacity to provide training.
