Commission approves Clifton Estate final plat for 25‑lot subdivision

The Bank Commission Board of Zoning Appeals approved the final plat for the Clifton Estate subdivision at its April 14 meeting at City Hall. Spencer Davis, the developer, presented the final plat and told commissioners he expects 25 single‑family lots with houses roughly 1,200 to 1,500 square feet.
Davis said he hopes the project will help “keep some young people in town” and estimated a build pace of about four to eight houses a year, aiming for as many as eight. He said he plans to construct most of the homes himself, maintain yards for some rental units and use covenants to limit home sizes in the new subdivision.
Planner Michael told the commission he had obtained construction drawings that supplement the plat’s legal and boundary information. Commissioners asked clarifying questions about rental versus owner‑occupied units, timing and covenants before taking a voice vote to approve the final plat review.
Commissioners and the developer discussed schedule and scope: Davis said road construction would likely start in a couple of months and the development work would proceed from the back of the site to the front. He confirmed there will be no homeowners association and that covenants will aim to keep structures near 1,200 square feet to preserve affordability.
The approval allows the developer to move forward with the recorded final plat and the construction phase governed by local permitting. The commission did not attach additional conditions beyond the items addressed in the construction drawings and plat review. The commission’s next meeting is scheduled for May 12, 2026.
