Summary
At its April 14 meeting the Jackson County Board approved a farm entrance permit, awarded a sidewalk construction contract for $10,336.50, approved an alcohol license for Oakland Mill LLC, set two public hearing dates for budget matters, and authorized an interim project coordinator contract with Upstream Solutions.
The Jackson County Board of Supervisors on April 14 approved a series of routine permits, contracts and hearing dates and heard an operations update from the Jackson County Fair manager.
Chair Don Swenker and the board approved a farm entrance permit for Ryan Streets on 67th Street in Monmouth Township; the county engineer recommended approval after verifying sight distance and that no road raising would be required. The board then approved a sidewalk construction contract for the courthouse south side and an entry approach from the low bidder at $10,336.50.
Auditor Lisa Smith asked the board to approve the April 7 meeting and work session minutes and to authorize publication; the motion carried. The board also approved a special Class C retail alcohol license with living quarters for Oakland Mill LLC at 22095 Highway 64, effective May 1, 2026, through April 30, 2027, and set public hearing dates: the FY27 budget hearing (previously set) and a public hearing to amend the FY25‑26 budget on May 5, 2026, at 9 a.m.
The board approved a contract and authorized the chair’s signature for an interim project coordinator to implement the Direct Free Communities program with Julia Fern, doing business as Upstream Solutions, effective April 8, 2026. Auditor Smith said the coordinator’s office would remain at Together We Build and that contract and grant conditions remain in place.
Fair manager Terry Selzer briefed the board on fairgrounds maintenance and funding. Selzer said the county-provided $90,000 has largely gone to insurance and fair premiums: "50,000 of it goes to insurance," he said, noting roughly $25,000 was earmarked for 4‑H ribbons and premiums and that about $15,000 remained for grounds and repairs. Selzer described repeated leaks and a drainage problem near Volunteer Hall and raised a concern that "ice diverters" (snow guards) were not installed when the roof was replaced; he said he would contact the contractor (Beckwith) for clarification.
The board moved to adjourn after brief updates about the transfer station and other interagency meetings. Chair Swenker closed with a weather advisory noting the potential for large hail and strong wind gusts later in the day.
