Planning staff said the project repurposes a blank wall adjacent to the forthcoming Brooklyn Plaza expansion and will display winning designs from the community art contest; grant funding (including support from the Greater Metropolitan Association of Realtors and a Michigan Economic Development Corporation wrap grant) will offset the installation cost so the city’s out-of-pocket cost is minimal or none. "The actual cost of the city of Rochester Hills is nothing," planning staff said.
Council members asked about maintenance and format. Staff said the planned art will be produced as metal/sign panels attached to the wall (rather than painted directly on the textured surface) and that sidewalk art circles will be hand-painted on concrete using concrete‑specific paint and an anti‑skid sealant expected to last approximately five years. "If there's damage to one of the panels, they could easily be swapped out," staff said.
Council approved each of the three items in separate motions, each passing unanimously.
