The Rochester Hills City Council voted unanimously April 13 to approve ballot language for a straight renewal of the city's pathway millage at the existing rate of 0.1715 mills for 10 years, a measure staff said will provide baseline funding for operations, basic repair and rehabilitation of the city’s 100‑mile pathway system.
City staff told council the Public Safety and Infrastructure Technical Review Committee unanimously recommended the straight renewal and specifically asked to add the Paint Creek Trail to the ballot language so pathway millage funds may be used for rehabilitation of the Paint Creek Trail segment within city limits. "This is the first time we are explicitly naming the Paint Creek Trail within the ballot language," the presenter said, explaining it will provide the legal clarity to use dedicated pathway millage dollars for that trail segment.
Staff said the measure is estimated to generate about $864,920 in the first year if levied. Councilmembers asked about maintenance priorities and the city's plan to pair millage revenue with other funds in the 2027 budget process to address more aggressive rehabilitation goals.
Council approved placing the question on the August 4, 2026 primary ballot by unanimous vote and directed staff to prepare the certified resolution and associated legal filings.
