Neighbors at the hearing urged consistent application of zoning rules across the neighborhood, asking the council to apply the same standards to similarly situated lots. Member Stoeckle questioned whether a variance might be required for setbacks; staff noted the building official can approve permits for some nonconforming single‑family lots or the applicant could seek a variance from the board of adjustment.
The council voted by roll call: Member Nelson, Mayor Connors, Vice Mayor Cole, Member Stoeckle and Member Muscoso all voted yes, adopting Ordinance 8‑20‑26 and rezoning the parcel to residential.
