Public health leaders tell Garfield County commissioners they cannot find original board bylaws, propose new structure

Sherlie Hains and Mega McDonald told Garfield County commissioners on March 18 that the county’s Public Health Board could not locate its original bylaws and is preparing replacement bylaws that align with Montana Code Annotated (MCA) requirements and local needs.
Hains and McDonald proposed a board structure that would include advisory roles for the county health officer, a commissioner, the sanitarian and the sheriff, and that the board’s five appointed community members would serve as the voting membership. They advised the commissioners that the Public Health Emergency Preparedness (PHEP) fund discussed would have an approximately 30-day processing period before funds are received.
Commissioners did not adopt final bylaws at the March 18 meeting; Hains and McDonald said they are drafting text consistent with MCA codes and local practice and will return with a proposed set of bylaws for formal consideration.
The commissioners recessed for lunch at noon and reconvened at 1:00 p.m. for later agenda items.
