Commission approves nonbinding YMCA letter of intent; up to $4M–$5M of TIF funding discussed

The Daviess County Redevelopment Commission voted to approve a nonbinding letter of intent to support a proposed YMCA and separately approved contingent funding tied to fire-equipment bids and fire-district resolutions.
A commissioner introduced a YMCA request asking the county to consider pledging TIF funds toward a proposed YMCA project. The speaker described the project financing at high level and said the county's contribution would be up to $4,000,000 from the TIF fund with a potential additional $1,000,000 donation contingent on demonstrated need and capacity. "This reads is basically, it support the project up to $4,000,000 with the TIF fund...and we are prepared to consider an additional donation of $1,000,000 contingent on demonstrated need and capacity," the commissioner said.
Commissioners discussed prioritization of TIF money for three buckets — fire, road improvements and the YMCA — and confirmed the county would fund fire and roads ahead of the YMCA if funds are constrained. On a separate item, commissioners discussed a fire-equipment bid whose invoice expires April 30. They agreed that the county's contribution to equipment would be contingent on local fire departments signing resolutions to join a fire district by the April 30 deadline; if the departments miss the deadline they will be responsible for price increases and the county would not support gear funding.
By voice vote the commission approved motions to (1) make the fire-equipment funding contingent on fire-district resolutions and (2) approve the YMCA letter of intent as a nonbinding pledge subject to available TIF monies. During the YMCA motion the president announced the motion as moved by Mike Haley and seconded by Greg Jones; the motion passed on a voice vote.
The letter of intent is not a legally binding contract; commissioners and staff said they would evaluate available TIF balances and project priorities before any formal funding commitment.
Next steps: staff will track the April 30 fire-equipment invoice deadline and prepare financial estimates for any possible TIF pledge toward the YMCA before a formal funding decision is requested.
