Shiawassee County board adopts 2025 equalized valuation, approves bond notice for nursing home improvements and adopts hazard plan

The Shiawassee County Board of Commissioners on April 9 approved several fiscal and planning measures, including adoption of the county's 2025 total equalized value, authorization to publish a notice of intent to issue bonds for improvements to the Shiawassee County Medical Care Facility (MCF), and formal adoption of the county's 2024 Local Hazard Mitigation Plan.
The board adopted Resolution No. 25-04-04 setting the county's total equalized value for 2025 at $3,988,530,987 and recording a tentative taxable value of $2,704,022,416. The resolution lists county property values by class, including $2,512,681,990 in residential property and $774,428,330 in agricultural property. The motion to adopt was approved by a roll-call vote of six in favor and one opposed; Commissioner Shepard cast the lone nay.
The board also approved Resolution No. 25-04-03, authorizing publication of a notice of intent to issue limited tax general obligation bonds in an aggregate principal amount not to exceed $7,500,000 to help finance expansion and renovation of the Shiawassee County Medical Care Facility. The resolution states the Shiawassee County Department of Health and Human Services Board (the HHS Board) is expected to contribute 25% of project costs up to a total project cost of $10,000,000 and that MCF revenues and other county moneys are expected sources to pay principal and interest. The board authorized the county to engage Dickinson Wright PLLC as bond counsel and directed the County Clerk to publish the notice; the motion carried unanimously.
Commissioners unanimously adopted Resolution No. 25-04-02, formally approving the Shiawassee County 2024 Local Hazard Mitigation Plan. The plan, prepared with participating local jurisdictions, is intended to align with FEMA and the Disaster Mitigation Act of 2000 requirements and preserve eligibility for federal mitigation grant programs.
On routine finance business the board approved multiple Invoice Edit Reports and payroll batches and authorized warrants totaling $6,323,662.27. The board also approved the County Clerk's 2024 year-end report and authorized an annual renewal invoice for BSB Communications, Inc. for phone-system software and upgrades not to exceed $6,648.19. Those motions passed by roll-call votes recorded in the minutes.
Chairman Gregory Brodeur reported updates on the county Land Bank, pending Michigan State Housing Development Authority (MSHDA) grant activity and an upcoming SCAO tour, and reminded commissioners to route department requests through the Administration Office. County Administrator Dr. Boggs noted the county experienced a recent power outage, said an audit is still underway and that May board meetings may be moved to the week of May 19'21.
Two members of the public were recorded in the minutes. Gary Helfmann of Sciota Township made a comment concerning taxes and Tom Manke of Owosso addressed K9 program funding and later spoke about the City of Owosso water system. The minutes record those remarks under public comment but do not show any board action tied to them.
The meeting adjourned at 5:48 p.m. County Clerk Caroline Wilson certified the resolutions and minutes.
