Summary
Staff recommended accepting a Coca‑Cola bid package (pricing per case plus in‑kind sponsorships) for recreation beverages and detailed an $11,000 YMCA operating agreement plus a $7,200 proposal for a certified pool operator; commissioners discussed security, lifeguard certification and budget coverage.
County staff presented two items related to recreation operations at the April 13 work session: a recommendation to accept a single bid from Coca‑Cola Bottling Company for beverages at county recreation facilities, and two pool‑operation requests for the Bailey Street pool.
On the beverage contract, the staff presenter said Coca‑Cola’s package included per‑case pricing for products and in‑kind contributions: a one‑time $10,000 donation toward equipment, $2,000 annually for volunteer appreciation (three years), $1,000 annually for coolers and supplies (three years), and sponsorship payments totaling $7,500 over three years; staff recommended moving the contract forward.
For the Bailey Street pool, staff asked the commission to approve an $11,000 operating agreement with the YMCA (payments of $5,500 due June 1 and $5,500 due July 1 to cover May 23–Aug. 1 operations) and to accept a proposal from Sully’s Pool Services for certified pool operator (CPO) services at $2,400 per month (total $7,200). Staff said the county must provide security (City of Waycross would assist this year) but is training staff for lifeguard and CPO certification to reduce future outside costs.
“If we get our own lifeguard, that pretty much that aspect could go away as far as us having to have security out there,” a commissioner said, noting that training county staff for lifeguard and CPO duties should cut operating costs.
Commissioners confirmed the pool and beverage costs are in the budget and asked staff to proceed; several items will be carried to the regular agenda for formal approval.
