Summary
Engineers recommended Simpson Unlimited to perform plaza waterproofing after receiving 11 bids; the council approved a $124,004.93 contract and asked staff to explore noise‑mitigation options for adjacent residents and the village center.
Engineer Jillian Lugos of Thomas Dewey Limited (TDL) explained that the plaza above the underground garage has reached the end of its waterproofing life and proposed removing the existing brick pavers and concrete topping slab, installing a new hot rubberized asphalt membrane with pavers on pedestals, and performing related repairs to the perimeter walls and disturbed garage areas.
Lugos said TDL solicited bids, received 11 responses, and recommended Simpson Unlimited as the low bidder among known firms. She said the new membrane is expected to last about 30 years. "About 30 years," Lugos said when the council asked about expected life. Staff and the consultant warned demolition could be noisy during work hours and said contractors will be required to follow permit conditions and dust mitigation measures; staff will follow up about potential extra sound‑mitigation measures for the Brighton Gardens residence adjacent to the plaza.
Chair Sault moved to adopt Simpson Unlimited's proposal to perform the waterproofing work in the Village Center plaza for $124,004.93 (slate face finish as recommended by the consulting engineers). The motion was seconded and approved unanimously by the six members present; the council noted the contractor’s mobilization timeframe depends on permit issuance, with Simpson’s estimate of 4 weeks from mobilization to demobilization but an overall 8–10 week window discussed for the work.
The council directed staff to return with information on whether additional noise mitigation is feasible and whether it would require a contract change order.
