Beardstown council enters closed session on union talks; tentative agreement motion dies for lack of second

Beardstown Mayor Tim Harris and the City Council met June 4, 2024, and moved into an executive session to discuss collective bargaining under Exemption 5 ILCS 120/2(c)(2) of the Illinois Open Meetings Act.
Alderperson Ron Culves moved, seconded by Alderperson Mary Davis, to enter executive session at approximately 6:01 p.m. The council resumed regular session at 7:13 p.m., and Culves moved a confirming motion that the council had previously approved entering executive session; that confirming motion passed unanimously by voice vote.
After the executive session, Alderperson Eric Harbin moved to approve a tentative agreement between the City of Beardstown and United Food & Commercial Workers District Local 431, which represents Public Works and City Hall employees. The motion received no second and therefore died without a vote.
The meeting minutes record no further action on the tentative agreement. The council did not announce next steps regarding the union negotiations during the meeting minutes included in the record.
The session included no public comment; departmental reports and routine business were handled before and after the executive session. The minutes attached to the meeting note that the water, police and fire department reports were presented and that other routine items were on the consent agenda.
