Board members pressed on risk points: if grant-funded positions (for example an administrative staffer funded by outside grants) are no longer covered, the extra cost could be apportioned across member communities; if a new town (discussed: Granby) joins, per-town shares could fall but that remains uncertain. Staff described termination and renegotiation clauses in the proposal and said the language should allow for amendments if membership or cost structures change.
