The Boca Raton Planning & Zoning Board recommended that City Council approve a lease amendment extending TrustBridge Incorporated’s lease for the city‑owned 5.12‑acre parcel at 1531 West Palmetto Park Road.
Anne Hathaway, property specialist in development services, explained the lease would extend the existing agreement from June 12, 2034, to June 12, 2044, and require the lessee to document at least $1,000,000 in capital improvements before the new expiration date. Hathaway told the board TrustBridge (successor to Hospice by the Sea) has already invested approximately $13,000,000 in facility upgrades in recent years and that the property deed — conveyed from FDOT — requires the site be used for a hospice, parks and recreation or related purpose.
TrustBridge representatives and counsel said the hospice has provided palliative care and grief counseling on the campus since 1984 and pledged to exceed the $1,000,000 improvement commitment. With no public opposition, the board moved, seconded and approved the recommendation for a lease amendment to forward to City Council by unanimous roll call (7–0).
Staff said renewal beyond the initial 10-year extension requires both tenant and city approval and that the lease includes provisions for documentation of improvements and a manager decision timeline for compliance.
