The Leominster City Council approved the mayor’s Community Development Block Grant (CDBG) action plan for program year '52, accepting a federal allocation of $468,404 to support public services, housing rehabilitation and program administration.
The Ways and Means chair described the proposed breakdown: roughly $70,000 for public services (including Beacon of Hope, North Star homeless shelter, Catholic Charities and other local providers), housing rehab funds totaling $251,404 with additional housing rehab expenses of $35,000, HUD loan repayment of $16,000 tied to earlier sidewalk work, and administrative costs including a CDBG clerk salary ($80,000) and a CDBG coordinator ($7,000). The chair said the program helps residents afford repairs such as new windows and boilers, and recommended acceptance of the plan.
Councilor Schalff Zephyr recused from the Ginny’s Helping Hand line item and Councilor Robbins recused from a separate line item, but the full council voted 8–0 to accept C‑65 for the program year covering 07/01/2026–06/30/2027.
Next steps: staff will implement disbursements to listed agencies and the housing rehab program per the approved plan.
