Douglas County commission receives annual comprehensive plan review; New Boston Crossing amendment remains pending

Amy Miller, assistant planning and development services director, presented the 2025 annual review of Plan 2040 and said staff's evaluation found no portion of the plan to be obsolete. She told commissioners the planning commission reviewed the matter on March 25 and voted 9-0 to recommend forwarding findings to governing bodies.
Miller explained the statutory annual review is intended to assess obsolescence and to catalog amendments processed during the year. She said three comprehensive-plan amendments were considered in 2025, two of which concerned land-use chapters adopted for specific projects; a third amendment has planning commission approval but has not yet been considered by governing bodies.
Commissioners questioned timing and process for one pending amendment tied to the New Boston Crossing project. Amy Miller said the amendment is being held until related applications are scheduled and noted applicants and city officials have requested concurrent consideration in some cases. "Currently does not have a time frame," Miller said when asked about scheduling.
Commissioner discussion emphasized that "receiving" the annual review does not bind the commission to future votes on pending amendments. A motion to receive the planning commission's annual findings passed unanimously.
