Council Advances Design Contract and Loan Application for Water and Sewer Projects

Council members and staff described multiple water and sewer infrastructure actions under consideration, including design services for a booster surge tank and language required for a Water Pollution Control Loan Fund application.

In committee the council heard an ordinance authorizing the mayor or director of public service to enter a professional-services contract with Arcadis for engineering services for the design phase of the Northwest Booster Surge Tank Project in an amount not to exceed $111,900. Staff said the work will rely on a previously completed water model to identify pressure surges and propose fixes in the northwest service area near the water treatment plant; the goal is to stabilize pressure surges at prioritized locations.

Separately, council reviewed a resolution authorizing the mayor or director of public service to apply for and accept a supplemental Water Pollution Control Loan Fund (WPCLF) agreement on behalf of the city for planning, design, or construction of wastewater facilities associated with the Monument Road sanitary sewer replacement (GP1364). Staff explained the WPCLF paperwork requires specific language and that the project had been approved earlier in the year.

The clerk also read a first-reading ordinance authorizing change order number 1 with Winger Excavating Inc. for the Perry Heights Water Main Replacement Project, Phase 2, in an amount not to exceed $114,573.04.

Council referred these matters to the appropriate committees; the transcript records committee-level discussion of the engineering approach and the required loan language, but final contract awards and loan closings would follow additional administrative steps and approvals.
