Canton council adopts package of ordinances for infrastructure, annexations and equipment purchases

Canton’s City Council voted June 2 to adopt a broad package of ordinances that fund local infrastructure projects, approve several change orders and ratify city purchasing and annexation steps.
The council adopted ordinances 20, 21 and 22 (finance-related items) and later approved ordinances 28 and 29 (personnel and an amended appropriation ordinance) as well as ordinances 30–35 covering personnel classifications, Civic Center infrastructure work, the Middle Branch waterline extension, the Navarre Road sanitary trunk sewer project and two annexations. Where roll-call tallies were recorded the measures passed by unanimous votes (12 yeas). Leader Mariel moved the principal motions; the clerk recorded each vote.
Why it matters: the package moves city projects from planning toward construction or completion and puts several technical bookkeeping fixes and moral-obligation payments on the books. Highlights include a corrective appropriation and reissued purchase order for the 15th Street streetscape; an appropriation amendment that shifts money between streetscape and sidewalk projects; a $30,000 appropriation to cover Civic Center signs; and change orders for the health department Sears building renovation.
Key financial and procurement items: staff told council they will reissue a corrected PO and appropriate an additional $27,000 to finish the 15th Street streetscape project after discovering a December 2024 PO was opened under the wrong org code (fund 2175). The finance committee also signed out a moral-obligation payment to Path Master Inc. (not to exceed $5,842) and accepted a $12,712.50 Office of Criminal Justice Services training grant requiring a $4,237.50 local match. Council also approved accepting $100,855 in grant funds to replace 25 body-worn cameras and related storage/software for the police department.
Right-of-way and annexation steps: council authorized steps to establish fair market value and begin acquisition or easement negotiations for property required for the Colonial/Kona Boulevard NE project, with staff estimating right-of-way costs near $90,000 and planning phased bids because of federal funding timing. Council also approved two annexations read into the record, including a 163.5-acre parcel proposed for Ward 4 (zoned I-1 light industrial) and a 0.426-acre parcel at 2904 Market Ave N (to be zoned B-3 in Ward 9).
What’s next: many of the adopted ordinances authorize staff to execute contracts, enter required agreements and complete project-specific procurement steps. Council set committee meeting dates for follow-up (next full committee meeting on June 16, 2025).
