At its Nov. 3 meeting the Euclid City Council took the following formal actions:
• Ordinance 109‑25 — Sale of vacant parcel (permanent parcel 64527092, 551 E. 266th St.) from the Euclid Land Bank to Rodney J. Smith Sr. for $250: approved after suspension of rules (motion by Tilton, second by Gresham).
• Resolution 101‑25 — Use‑district exception to allow a bar inside the NEO Sports Plant at 20001 Euclid Ave. (21 Hoops LLC): first reading and sent to second reading; applicant explained the request is a second indoor bar inside the existing facility and not a separate standalone bar.
• Ordinance 107‑25 — Emergency moratorium on group housing facility applications and approvals: sent to third reading for additional legal and zoning analysis (see separate coverage).
• Ordinance 111‑25 — Transfer of three former Lakeshore Chevy parcels to the Community Improvement Corporation of Euclid to facilitate joint redevelopment with the City of Cleveland and the Cuyahoga Land Bank: approved on an emergency basis.
• Resolution 112‑25 — Authorize application for up to $500,000 from the Ohio Department of Natural Resources Land & Water Conservation Fund for a nature‑based, ADA‑accessible playground at Sims Park: approved; administration said Harbor TIF and CDBG funds would be used for any match rather than general fund.
• Resolution 113‑25 — Authorize application for up to $50,000 in Cuyahoga County community development supplemental funds for mechanical and facade repairs at the Euclid Historical Society and Museum: approved; procurement will follow standard bidding procedures and potential matching sources were identified.
Votes were taken by roll call on several items; where counts or individual yes/no records were not read into the transcript the council announced the measures passed. For items with pending readings (Resolution 101‑25 and Ordinance 107‑25), further council action will occur at subsequent meetings.
