Greeley County adopts 2021–22 budget and establishes ARPA fund

The Greeley County Board of Commissioners conducted the statutorily required public hearings on Sept. 14 and approved the county’s 2021–22 budget and the final tax request.
At the Budget Hearing the board reviewed budget documents with Jordan Mueller, CPA, and closed the hearing with no public testimony. At the Special Hearing to Set Final Tax Request the board adopted a tax request equal to .247694 for 2021–22 (different from the prior year’s .243740). The board approved the budget as advertised by roll call; one commissioner (Michael Goldfish) recorded a no vote on the budget adoption while the motion nevertheless carried.
Separately, the board approved Resolution 2021-3 to establish a COVID American Rescue Plan Fund (FUND 2580) and a separate bank account to hold ARPA funds under Revenue Code 339.25. The board directed the treasurer to maintain the separate account; the action follows state direction on ARPA accounting and reporting.
The board also approved several budget authority transfers earlier in the year to cover COVID-related expenses and to reallocate funds among county budgets where offices exceeded their appropriation during the year; the minutes record transfers for attorney, clerk, building & grounds, planning & zoning and sheriff budgets.
