The Planning, Programming, and Zoning Commission voted to recommend approval of a site plan amendment and special permit requested by the City of Waterloo on behalf of the Iowa National Guard to construct a 25,000-square-foot maintenance and training building north of 3106 Airport Boulevard.
Staff presented the plan, which calls for a building with classrooms, IT offices, storage and four large work bays (including an eastern wash bay), and 145 parking spaces. Staff (Paul) said the proposed use is compatible with surrounding industrial development and conforms to the city’s future land use map but noted outstanding technical items, including stormwater design and a sanitary sewer that runs through the parcel that will require easement retention if the property is sold. The city is the property owner and the National Guard will lease the site, staff said.
Cara Garside of Farnsworth Group, the project architect, told the commission the National Guard intends to proceed with a paving alternate for the site and confirmed the design team recently bid the project. Commissioners asked about drainage and the sanitary sewer; staff said stormwater details were still being finalized with engineering. The commission closed the public hearing, voted to recommend approval, and attached the standard condition that the final site plan meet all applicable city codes and regulations, including parking, landscaping, screening and drainage.
Why it matters: the project places a sizeable government facility adjacent to Waterloo Regional Airport and existing industrial uses and will add training and maintenance capacity for the Iowa National Guard. Final administrative and engineering conditions remain open; approval was a recommendation for subsequent Board of Adjustment and city council actions where required.
Next steps: staff will finalize stormwater and sanitary-sewer solutions and return final plan documents so that the Board of Adjustment and other permitting authorities can complete the review.
