Commission recommends Euclid City Council approve conditional use for daycare at 1465 Dilley Road

The Euclid Planning and Zoning Commission voted to forward a positive recommendation to Euclid City Council for a conditional‑use permit to operate a daycare at 1465 Dilley Road.

In its staff report for case 2026CUA‑01, staff described two one‑story structures totaling about 6,828 square feet, noting the structure nearer the street is a church and the rear building is proposed for the daycare. Staff said the project would operate Monday through Friday from 6:30 a.m. to 6 p.m., is projected to serve approximately 40 children with roughly 6–8 employees, requires a fenced outdoor play area and updated parking and must comply with mandatory landscaping rules and Architectural Review Board review. Staff recommended granting a positive referral to City Council with conditions including drop‑off/pick‑up signage.

Applicants — including architect Michael Bonner and representatives Leanne Hunt and Mary Tella — said the rear building already houses Sunday school and that the applicants seek the exemption to operate a full‑time, faith‑based daycare to meet growing local demand. They confirmed they would follow state licensing guidance for child‑to‑staff ratios, background checks and other regulatory requirements.

“We use it on Sunday. Sundays only. Now we’re just asking for the exemption so that we can use it as a daycare,” Leanne Hunt said.

Commissioners asked about signage, landscape plan approval, Council confirmation and safety measures. Applicants said entry is controlled by a buzzer and cameras are installed; they said they are taking courses for administrators, plan to hire staff to maintain required coverage and will provide the needed landscape and photometric plans.

Commissioner Monroe moved to offer a positive recommendation to City Council for conditional‑use approval with the staff‑recommended signage condition; the motion was seconded and approved by roll call. The chair reminded applicants that final use will not be authorized until the project receives Euclid City Council approval, landscape/ARB approval and all required building permits and certificates of occupancy.
