Board grants design approval and certificate of appropriateness for Euclid Public Library accessibility upgrades

The Architecture Review Board approved exterior alterations and granted a certificate of appropriateness for accessibility improvements at the Euclid Public Library’s landmark building at 21129 North Street (case 2026ELCO1).

Architect John Guzik presented on behalf of the Euclid Public Library and described the project scope: replacement of deteriorated front steps with composite‑clad steps and new metal guardrails, installation of a new ADA ramp at the rear to replace a non‑code lift, and creation of an accessible parking space on the existing pavement. Library director Casey Armstrong and fiscal officer David Piscack said the branch would use the space primarily for meeting room functions and noted a $500,000 strategic state grant supporting library initiatives.

Staff explained that the building — originally Euclid Township High School (circa 1894) and listed as a local landmark — has historic character that will not be substantially altered by the proposed safety and accessibility modifications. Staff recommended approval of the design and of a certificate of appropriateness, provided certain details were finalized. Board discussion emphasized that the rear ramp finish should relate to other railings and that the underside of the ramp be screened to prevent trash accumulation. A motion to approve exterior alterations for permanent parcel 646‑31‑029 included conditions that: the ramp be screened underneath the platform and the ramp assembly finish be tied to the color selections for the railings. The board then moved to grant a certificate of appropriateness for the same parcel; both motions passed by voice vote as recorded in the transcript.
