Euclid council approves emergency MOU with Soil & Water and emergency purchases for Recreation & Wellness Center

Ordinance 006-26 authorized a 2026 memorandum of understanding with the Cuyahoga Soil and Water Conservation District to provide technical assistance on stormwater, pollution prevention, and related site monitoring. The administration said the district has provided this technical expertise to the city for several years and assists with National Pollutant Discharge Elimination System (NPDES) permit matters; Tilton moved to approve the emergency ordinance and Gresham seconded. The measure passed on a roll-call vote recorded as eight yes votes.
Ordinance 007-26 authorizes the mayor or her designee to enter into a purchase agreement with Ohio Desk Company (doing business as Ohio Desk) for Steelcase office furniture, delivery and installation for use in the Recreation & Wellness Center, at a stated cost of $108,381.69. Director Stevens told council staff met with the project coordinator and a designer and that an itemized list of furniture (including capacity details for multipurpose rooms) is available; council suspended the rules and approved the emergency ordinance by roll call (eight yes votes).
Ordinance 008-26 covers purchase, delivery and installation of fitness equipment from Specialty Fitness Equipment LLC for the Recreation & Wellness Center. Director Stevens said equipment was ordered to match the facility schematic and that pricing was obtained through Sourcewell, a cooperative purchasing organization. Law Director Cooney explained council an amendment was needed after the quote because certain pieces require bolting/installation by the vendor; the amendment increased the purchase price to $333,875.15 to cover those costs. Council adopted the amendment and then passed the amended emergency ordinance by roll call (each roll call recorded eight yes votes).
All three emergency ordinances were moved, seconded and adopted in the same meeting; council suspended further readings and approved on the merits during the Feb. 2 session. The administration noted lead times for fitness equipment (six to ten weeks), which the department cited as the reason for emergency treatment to ensure timely ordering.
