Euclid fire chief announces captain's retirement; department plans captain and lieutenant tests before summer

Chief Womack told the Euclid Civil Service Commission on Jan. 20 that the fire department had received a retirement letter from Captain Bill Mastriani, who intends to retire in June.

"A retirement letter from captain Bill Mastriani, stating his intent to retire in June," Chief Womack said on the record. He told commissioners that because the department has no active lists — the captain’s list expired in December 2025 and the lieutenant’s list expired in April 2025 — the department will need to administer promotional tests for captain and lieutenant ranks before summer.

Chief Womack said he has begun contacting three different testing agencies the department has used in the past to gather information on services and costs and that he will bring a recommendation back to the commission once the proposals are complete.

Commissioners asked whether an expired list can be reinstated; the commission was told the expired lists cannot be revived and that a testing process will be required to create new eligible lists. The transcript shows the department will present cost and vendor information and a recommendation to the commission at a later meeting.
