Euclid Civil Service Commission approves 2026 fire captain and lieutenant 'super motions' for promotional exams

The City of Euclid Civil Service Commission on Feb. 17 unanimously approved two "super motions" establishing the procedures and scoring for the 2026 fire captain and lieutenant promotional examinations.
Chief Womack told commissioners they had copies of the proposed motions and related announcement and reference materials and invited questions. "You should have copies of the super motions for lieutenant and captain in front of you, as well as the announcements for each of those, position tests," Chief Womack said.
The motions set the testing dates, the weighting between written and oral (leadership assessment) components, and credit for seniority and education. "Just, for the record, if I may, Mr. Chairman, with respect to the captain's super motion, there, the paragraphs a through k, setting forth the testing dates, the process of the testing date, the various points that will be assigned, for a written portion of the test... and the oral assessment, as well as credit for seniority and educational," said Mr. Lauderacker, the law director.
Commissioner Robinson moved to approve the captain super motion; after a second the commission voted unanimously. The chair then asked for and recorded a separate motion to approve the lieutenant super motion; that motion also passed unanimously and was incorporated into the meeting record and the minutes.
A clerical error was identified in a draft announcement (a paragraph mistakenly listed the assessment-center percentage as 40 percent where the super motion and practice for captains call for 50 percent). Commissioners confirmed the super motion text is correct and said they would correct the announcement language.
Chief Womack also said the department will bring a participation agreement for the Eastern Cuyahoga County Regional Firefighter Medic Entrance Exam to the commission for a vote at the next meeting. He stated the regional participation has cost about $500 and has yielded a broader candidate pool in prior years.
The commission took no further amendments and made both super motions part of the record.
