Marion County awards $629,000 engineer's office contract and $1.199M road rehabilitation contract

The board reviewed and granted final approval to the plans, specifications and contract documents prepared by Frevert-Ramsey-Kobes Architects-Engineers for the Road Department's new Engineer's Office. After receiving bids, the board awarded the construction contract to RG Construction of Ottumwa, Iowa for the base bid of $629,000 by motion and second; the motion carried unanimously (Ayes: McCombs, Jahner, Mueller).
Separately, the board held a public hearing on the Knoxville Area Pavement Rehabilitation Project, which covers S. Attica Road, McKimber Street (W. Pleasant) and 110th Place in Knoxville. With no public comments, the board approved the project plans and awarded the construction contract to Norris Asphalt of Ottumwa as the lowest responsible bidder for the base bid of $1,199,218.81 (Resolution 2026-42). The county engineer presented the project overviews during the hearings.
Both contract awards were approved unanimously. The resolutions approve the plans, direct standard next steps for contracting, and make funding/award determinations public record. The board's actions allow county staff to finalize contract documents and proceed to construction procurement and scheduling.
