Granite Falls — At its June 5 meeting at the Granite Falls Civic Center, the City Council approved several contracts and an ordinance, received staff updates on planning and public works projects, and recessed to an executive session to review a public-employee performance matter with no action to follow.
The council voted to award the Jim Holm Park lighting and camera project to the lowest responsive bidder, Renfro Electric, in an amount not to exceed $131,380.43. The motion was moved by Councilmember Glenn, seconded by Councilmember Griggs and carried. The contract will fund lighting and closed-circuit cameras intended to improve park safety and nighttime visibility.
Councilmembers also approved the purchase of a Public Works vehicle to support operations at the Wastewater Treatment Plant. The motion to approve a purchase from Bud Clary for an amount not to exceed $59,802.11 was moved by Councilmember Griggs, seconded by Councilmember Glenn and carried.
The council adopted Ordinance No. 1051‑2024, a franchise agreement granting Puget Sound Energy, Inc. authority to install and maintain gas facilities in the franchise area. The adoption motion was moved by Councilmember Griggs, seconded by Councilmember Glenn and carried.
Deputy City Manager Jeff Balentine reviewed a proposed ordinance to establish a Community Events, Arts, and Recreation Fund (Ordinance No. 1052‑2024 / GFMC §3.24.120). Council received the proposal for discussion only; Balentine said funding approaches and implementation details will be returned to the council for a future action item.
In staff reports, Community Development Director Jensen said Western Washington University students will present findings on the Middle Housing concept to the Planning Commission regarding a property on Galena Street; planning intern Asher Schoepflin was recognized with a forthcoming Certificate of Appreciation. City Manager Brent Kirk summarized Public Works items including Stanley Street sidewalk bid results, McDaniel’s paving scheduled for June 11, and a late‑June ribbon cutting for the Galena Street extension. Balentine noted that Mohanna Goravanchi closed the books for May, assisted with payroll, and that the Passport Office marked its two‑year anniversary.
Police Chief Thom Dalton reported on calls for service over the past year, said a report had been supplied to Snohomish County PRO, noted contact from Sheriff Johnson about the School Resource Officer program, and flagged issues involving a recent re-offender returning to town.
The meeting recessed into an executive session under RCW 42.30.110(1)(g) at 8:45 PM to review the performance of a public employee; the session was extended and concluded at about 9:25 PM with no action taken. Mayor Matthew Hartman adjourned the meeting at 9:26 PM.
Items recorded on the consent agenda included approval of May 15 minutes, claims checks #414332 through #414370 totaling $163,096.98, and payroll for May 1–15 totaling $70,806.31.
