Parker Authority for Reinvestment adopts 2026 budget, approves $200,000 for Parker Road sidewalk

The Parker Authority for Reinvestment unanimously adopted its 2026 budget during a public hearing and meeting that concluded at 7:34 p.m.

Chris Biandaca, treasurer for the Parker Authority for Reinvestment, presented the budget to the board and said, “The 2026 budget includes total revenue of approximately $6,500,000 and total expenditure appropriations of just over $3,200,000. The ending fund balance in total is projected to be just over $5,200,000.” She told the board the packet includes a breakdown by each of the authority’s three taxing districts and that the budget assumes minimal revenue growth based on estimates from the Douglas County assessor.

Biandaca said the 2026 budget maintains prior funding levels for administrative operations and ongoing beautification initiatives, including the public art program and the Façade and Landscape Improvement Program (FLIP). She also identified $200,000 allocated in 2026 for a Parker Road sidewalk described in the packet as a Jersey-barrier area improvement.

Board members asked for questions after the presentation; none were raised. The chair opened public comment for the budget item and for the meeting generally; no members of the public spoke during either comment period.

A motion to adopt Resolution 25-06, the 2026 Parker Authority for Reinvestment budget, was made by Franzen and seconded by Wilkes. Board members Hendricks, Wilkes, Rivera, John, Eric and Laura each voted yes and the resolution passed unanimously.

Earlier in the meeting the board approved the minutes from July (motion recorded and passed by voice vote). With no additional business, the chair adjourned the meeting at 7:34 p.m.

What happens next: the adopted budget will guide PAR program and infrastructure spending in 2026, including the noted sidewalk allocation; no additional follow-up items or public hearings were scheduled during this meeting.
