Commission updates minor-works list to add streetscape and hardscaping items

The commission reviewed proposed updates to the historic district guidelines and voted to include additional items on the "minor works" list. Staff proposed adding "landscaping and hardscaping" broadly and a set of streetscape elements (street furniture, pavement treatments, kiosks, trash receptacles and information racks) for primary areas; secondary and tertiary lists would include pergolas, playground apparatus and trash/recycling enclosures. Commissioners discussed the need to keep definitions flexible while avoiding over-specificity that would create unintended regulatory consequences. The motion to adopt the listed changes carried by voice vote. Staff will prepare operational definitions (for example, clarifying what is meant by "hardscaping" and the intended scope of "kiosk") and bring them back to the commission as needed.
