The New Bern Historic Preservation Commission approved a Certificate of Appropriateness for exterior alterations behind the DoubleTree Hotel at 100 Middle Street, including a lower public deck, new outdoor bar, sunshades, cable railing with integrated lighting, bollard lights and related site improvements.
Staff presented the proposal and noted required building and zoning permits, and that a prior encroachment agreement is on record and had been expanded by the board of aldermen to permit earlier work behind the hotel. ClearScapes principal Brandy Thompson (speaker 12) described the proposal and how the brick perimeter wall would be cut down and given a roll-lock cap so the new deck will sit flush with the public walkway: "it will be completely, concealed and hidden," she said of the wall treatment. Staff and commissioners discussed materials (Trex decking, porcelain-slate vertical slat tile at the bar, powder-coated metal canopy, and a cable railing), sightlines to the public walkway, and lighting details.
Commissioners supported the application as presented and moved to find the project not incongruous with the City's code and the district standards; the commission approved the COA by voice vote and added standard conditions requiring staff review and approval of any changes to materials or details before construction.
Staff will confirm final material samples, foundation and utility-screening details prior to permit issuance.
