Olive Branch board approves $21,678 change order for annexation water and sewer project, tables Kraft Road bids and moves to executive session

The Olive Branch board on a unanimous voice vote approved Change Order No. 4 to the contract with OnScore LLC, adding $21,678.80 to the project budget and extending the contract time by 85 days, setting a new substantial completion date of Dec. 17, 2025.
Board staffer Mr. Swims told the board that “the 21,780 is for 2, grinders pump stations that were determined that we needed to to put in there.” He said the 85-day extension reflects a combination of weather delays, additional sod and time waiting for easements from property owners.
The change order raises the contract total from $5,052,895.38 to $5,074,574.18. The board considered the staff recommendation, a motion to approve was made by Miss Hamilton and seconded, and the board voted in favor with no recorded opposition.
At the same meeting the board also addressed a separate procurement item: bids opened Nov. 24 for the Kraft Road widening project (from College Road to Church Road). Staff said those bids are under evaluation in coordination with the county, and the board voted to table action on the bids until the Dec. 16 meeting.
The meeting opened with a mayor’s award recognizing Jen Griffith, communications coordinator, who was nominated by Jay Nichols, director of communications, for event coordination and staff communications work; the award included a $250 cash prize funded by donations. The presiding official also asked COO Michael Reichert for an update on a natural gas regulator station near Center Hill Road, describing the work as phase 1 of a multi-phase effort to address low-pressure events and noting a planned phase 2 next fiscal year to expand lines and capacity.
Before closing regular session the board voted to leave regular session and enter executive session to discuss seven items: personnel matters in the dispatch, police, water maintenance and fire departments; acquisition of property; economic development; and pending litigation. The motion to enter executive session passed on a voice vote with no recorded opposition.
