Counties told how to report opioid settlement interest and specific payments ahead of Dec. 1 deadline

The meeting host advised county staff that the Iowa attorney general's public annual report for opioid settlement funds appears unchanged from last year and urged counties to prepare their submissions before the Dec. 1 reporting window.
"I do not believe there have been any changes," the Staff member said, adding that counties that have begun spending funds may have more fields to fill in this year. The host posted the PDF reporting form to the chat and walked through where to enter specific items.
Why it matters: Counties must reconcile distinct settlement streams and correctly record interest and receipts so they meet the AG office's public reporting requirements. Several participants flagged difficulty tracking payments that arrive through different administrators.
Guidance on interest and where to report it came via state staff contact Bill Pearson, the Staff member said. "Since interest on the dollars must be spent in compliance with the MOU, we're wondering how to report that amount," the Staff member said, and relayed Pearson's guidance that interest should be entered in the set of boxes near the bottom of page one labeled "abatement funds received in the reporting year," with the source designated as interest.
The group also discussed whether bankruptcy-related or nonstandard receipts should be included. The Staff member said counties should include those receipts in the state report; one attendee confirmed their county had done so.
Participants clarified the reporting period: the state uses a fiscal year that runs through June 30, meaning some payments that arrive after June 30 will be reported in the next fiscal year. Lisa of Jackson County noted that Mallinckrodt-related payments have arrived for at least one group, while McKinsey payments likely will post in fiscal 2025.
The host pointed attendees to a separate portal and contact for reconciling Mallinckrodt dollars that do not flow through the common administrator Brown Greer and said the contact email had been posted in chat for counties needing help.
The meeting closed with the host offering to set another call in a few months and to route further reporting questions to the AG's office as needed.
