Adelanto's City Council voted June 26 to adopt the city's 2021'2029 housing element and an accompanying affordable-housing overlay intended to speed permitting for affordable housing projects. Dr. Gill, who led the staff presentation, told the council the housing element is an eight-year plan required under California law that documents local housing needs, goals and implementation steps. "A compliant housing element not only assures effective planning, but also qualifies us for significant federal and state funding," Dr. Gill said. He said the update will help the city pursue grants, attract housing development and rezone targeted parcels to encourage affordable housing.
The city framed the overlay as an incentive to speed up affordable housing projects by allowing ministerial review and targeted rezoning of specific properties. Council members asked procedural and zoning-capacity questions; the city manager confirmed Adelanto is allowed four general-plan amendments this cycle, and council members said they expect to reserve amendments for major projects.
The council moved to adopt the housing element, adopt the mitigation negative declaration and approve related zoning amendments; the motion was seconded and approved by voice vote. The resolution and ordinance references cited during the hearing included general-plan amendment GPA 24-01 and ordinance No. 652.
City staff said the housing element began development in August 2022, has gone through multiple rounds of state feedback and will be filed as Adelanto's compliant housing element for San Bernardino County. Staff will return with any implementing changes and next steps for sites rezoned under the overlay.
The council closed the public hearing after no members of the public offered comment. The adoption is a prerequisite for certain state and federal grants and is intended to position Adelanto for future housing and infrastructure funding.
