Council rezones two Forest Grove Road parcels from agriculture to R‑1 after public hearing

Lucas City Council conducted a public hearing and approved Ordinance 2026‑03‑01040 to rezone roughly 9.46 acres at 1100 and 1020 West Forest Grove Road from Agriculture/Open Space (AO) to R‑1 single‑family residential (1‑acre lots).
Development Services Director Joe Hilburn described the parcel and noted the request is consistent with the city's comprehensive plan and surrounding R‑1 land use. The Planning & Zoning Commission recommended approval and staff concurred. An applicant representative, Dave Wilcox of Liberty Bankers Life Insurance, spoke in support and was available to answer questions.
Mayor read into the record an emailed objection from a resident (Debbie Jacobs) expressing opposition to rezoning to R‑1 and concerns about lot sizes and green space. Council discussed that the comp plan designates the area for R‑1 and that arbitrary down‑zoning to R‑2 is legally constrained. Council member moved and seconded the ordinance and it passed unanimously.
The ordinance will reclassify the parcel to allow one‑acre single‑family lots consistent with the city's future land use map.
