At the April 14 meeting the Cottage Grove Economic Development Authority approved awarding the demolition and cleanup contract for the Ross property (9430 East Point Douglas Road South) to NML Contracting LLC for $52,800.
City Administrator Jennifer told the board the city purchased the Ross property last fall and an environmental review found asbestos in siding and other areas of the home. Because abatement was required, the bid package included asbestos removal; engineers had estimated roughly $80,000, but the apparent low responsive bid came from NML Contracting LLC. Jennifer said Washington County provided a grant to seal the well and the city will fully fund well sealing costs from that grant. Work will include demolition of structures, abandonment of the septic system, filling the basement, topsoil and seeding; the city will mow and maintain the site once cleanup is complete.
EDA member Kambata asked whether the proposal included tree removal; Jennifer replied the contract covers structures only and any tree removals would follow the city’s tree-ordinance review and typically address dead or diseased trees.
The board adopted Resolution 2026-002 to award the demolition and brought a separate motion to authorize the EDA president and executive director to execute the service agreement with NML Contracting LLC for $52,800; both motions passed on voice votes.
Next steps: staff will execute the service agreement and begin demolition and asbestos-abatement work per the contract scope and the city’s environmental review.
