Shiawassee County Board approves $10.18M in payments, equipment purchases, grants and appointments

The Shiawassee County Board of Commissioners on March 12 authorized payment of multiple invoices, payroll batches and electronic transfers totaling $10,182,398.02 and approved a series of departmental purchases, grants and appointments.
Commissioner Garber moved and Commissioner Howard seconded the motion to approve the Invoice Edit Reports and payroll batches listed in the minutes and to authorize warrants be drawn from the treasury for the total of $10,182,398.02; the board carried the motion on a roll-call vote of six yeas and zero nays.
Other fiscal and operational actions taken by the board included:
- Adoption of the Drain Commission’s 2024 annual report and approval to purchase a dump trailer for the Drain Department from its equipment revolving fund, not to exceed $8,754 (motion by Commissioner Howard; second by Commissioner Holzhausen; recorded vote 6–0).
- Approval of a PA 116 Farmland Agreement application for George and Tarin Zmitko in Fairfield Township (motion by Commissioner Howard; second by Commissioner Garber; recorded vote 6–0).
- Annual renewal of Microsoft licensing for email and cloud hosting not to exceed $54,282.50 (motion by Commissioner Garber; second by Commissioner Howard; recorded vote 6–0).
- Authorization to purchase tasers and supporting equipment not to exceed $50,068.20, and to apply for the 50% reimbursement grant to offset the cost (motion by Commissioner Haley; second by Commissioner Howard; recorded vote 6–0).
- Appointments of Candyce Wolsfeld and Vicki Bocek to the Shiawassee Health and Wellness Board (motion by Commissioner Garber; second by Commissioner Holzhausen; carried).
- Authorization to use up to $40,000 from the Solid Waste Fund (Waste Management Fund 230) to fund two household hazardous waste collections in 2025 (motion by Commissioner Garber; second by Commissioner Holzhausen; recorded vote 6–0).
- Authorization for the Health Director to hire a summer public health intern at $18 per hour, not to exceed available grant funding (motion by Commissioner Garber; second by Commissioner Holzhausen; recorded vote 6–0).
- Approval of a $10,000 grant agreement with the Cook Foundation for Menstrual Health Services and authorization for the board chair to execute the contract (motion by Commissioner Garber; second by Commissioner Howard; recorded vote 6–0).
Why it matters: the warrant authorization completes the county’s routine fiscal approvals and the other votes provide budget authority and policy direction for public safety equipment, health services programming, solid-waste outreach, and personnel for summer public-health support.
Next steps: contract execution and grant administration will proceed as authorized by the respective motions; the county administrator noted audit work beginning April 15 and additional administrative items under way.
