Montgomery County awards Elton Dean Park landscaping contract to Sharp Cut Lawn Service

Montgomery County commissioners on Jan. 7 voted to award a one-year contract to Sharp Cut Lawn Service to provide landscape and irrigation maintenance at Elton Dean Park and landscape maintenance at the Sheriff D.T. Marshall Firearms Training Center.
The award, recorded in the purchasing memo, is for $67,020 annually. The purchasing manager’s memo explains the lowest bidder, Conway’s Outdoor Services, was previously nonrenewed on a county contract because of inadequate service; procurement coordinated the award with Parks and Recreation Director James Williams.
The written contract in the meeting packet sets the contract period from Jan. 7, 2025 through Jan. 6, 2026, with an option to renew for up to two additional one-year periods and a price escalation cap of 5% per year after the first year. The contract requires Sharp Cut Lawn Service to provide labor, materials and equipment; carry required insurance; indemnify the county for contractor negligence; and follow the county’s nonlitigation dispute-resolution steps prior to filing suit (mediation then court in Montgomery County). Either party may terminate with 60 days’ written notice.
Commissioner Castanza moved and Commissioner Sankey seconded the award; the motion carried unanimously.
