Planning staff told the Town of Northborough Planning Board that they have been revising several zoning amendments ahead of annual town meeting, and that additional public hearing time will be scheduled for specific items including data‑center definitions, a hospitality overlay and updated fence and donation‑bin rules.
Staff said the board decided to draft a clear definition of "data centers" but not to permit them now, so the town can study potential impacts before asking voters to authorize new uses. The planning director said the goal is to bring a more comprehensive bylaw to town meeting that would allow careful examination of traffic, energy and land‑use implications.
On the hospitality overlay, staff reported the overlay will include White Cliffs and that related articles (including a lease‑to‑purchase and a TIF agreement) are being prepared for the annual meeting. The board also discussed a revised fence bylaw that would limit opaque fence height in front setbacks to 3.5 feet while allowing trimmed hedges and providing a mechanism for relief to avoid sight‑distance or safety problems.
Planning staff summarized a proposed donation collection‑bin permitting regime that would restrict bins to one per property (except schools and churches), require labeling that identifies the vendor and contact information, and impose collection and maintenance schedules. During discussion board members raised enforcement and fee questions; staff said permit details and fees will be aligned with the building department schedule and the select board will approve any fee changes.
Board members asked planning staff to continue public outreach and to reopen hearings where necessary; the planning board will schedule follow‑up sessions and bring finalized language to subsequent meetings before town meeting consideration.
