Council and staff on Sept. 2 discussed next steps for Greenville’s comprehensive plan and an ODOT-funded transit development plan created for the city. City staff said summaries exist (an executive director’s statement and a one-page summary) but recommended a committee to translate broad study recommendations into specific, fundable priorities.
A council member said the comprehensive-plan draft reads like a “wish list” that assumes unlimited resources and urged the council to distinguish between what the city should budget for and what should be pursued with grant funding. Staff and council agreed to form an ad hoc committee of three council members with administrative representation to review the plans line by line and return recommendations; members discussed a target of the first council meeting in December to have initial outcomes or progress updates.
Council and staff also discussed the transit-development plan as a separate but related workstream; the ODOT-funded study provides options, and staff recommended developing a locally actionable plan based on those options. Council members said the work may require more than one meeting and that some data in the drafts may be aged and should be refreshed prior to final adoption.
Council did not adopt specific legislation at the meeting but recorded volunteers for the ad hoc committee and instructed staff to schedule meetings and provide summary materials for review.
