Council hears Flaming Gorge Fire & EMS update; MOU to adopt county emergency-management program set for April

Representatives from Flaming Gorge Fire & EMS and Daggett County Emergency Management briefed the council on local emergency services and a required intergovernmental adoption under state law.
Steve Forbes, administrative manager for Flaming Gorge Fire & EMS, described the district’s command staff, said the EMS division currently has seven certified personnel with staff pursuing advanced certifications, and noted ongoing monthly fire training and updated mutual-aid agreements with nearby jurisdictions. "The EMS division currently has seven certified personnel," Forbes said, and he added the district expects a new EMS response vehicle to enter service to improve access in difficult terrain. He also urged coordination with Town staff ahead of an ISO (Insurance Services Office) survey scheduled for March 19 that evaluates fire protection and can affect homeowners’ insurance ratings.
Sergeant Leonard Isaacson of Daggett County Emergency Management presented a proposed Memorandum of Understanding (MOU) that would allow Manila to formally participate in the county’s Emergency Management program and adopt its Hazard Mitigation Plan and Emergency Operations Plan, as required by House Bill 96. Isaacson and state liaison Mechelle Miller explained the MOU requires no municipal funding, but does expect participation in LEPC and preparedness meetings and completion of NIMS/ICS courses by elected officials and key staff. The council directed staff to finalize the MOU for consideration at the April 9, 2026 Town Council meeting; Isaacson said he will attend that meeting.
Next steps: Staff will prepare the MOU and training schedules and coordinate documentation for the ISO survey with Fire & EMS and Town staff.
