Enoch Council tightens commercial zoning for RV parks, approves sponsorship and small fee changes

Summary
The council amended city code to remove RV and travel-trailer parks as permitted uses in several commercial zones, approved a $2,500 sponsorship for a regional production and added snack-shack rental fees to the city fee schedule.
Enoch City Council on April 1 adopted Ordinance No. 2026-04-01-B to remove Travel Trailer and RV Parks as permitted uses in Community-Commercial, Regional Commercial, and Research/Industrial Park zones, directing RV parks to the city's dedicated RV park zone and requiring any new RV-park applicant to pursue a rezoning and public hearing.
City Manager Ryan Robinson said the change is a "code cleanup measure" designed to preserve the general plan vision for commercial areas. Council members noted existing RV parks such as Willow Glenn would be grandfathered because they were established prior to the code amendment.
The council also approved a $2,500 sponsorship for the 2026 Pioneer Legacy Production. Council Member Jacob Miner said prior recognition promised to the city had been incomplete; meeting notes report Justin Osmond promised a full-page brochure ad this year and coordination with city staff on content. The council balanced sponsorship against local fireworks and celebration budgets and voted unanimously to fund the sponsorship.
Separately, the council amended the fee schedule to allow rental of snack shacks at recreation facilities, setting rental fees at $20 for one-to-four hours and $30 for longer use, with a $50 cleaning deposit; staff said the fee is intended to cover costs rather than generate profit.
All items in this administrative package passed on unanimous roll-call votes. The Mayor earlier noted a conflict of interest for item 6 on the agenda; that conflict was recorded at the meeting opening.
