Greeley County declares COVID-19 disaster, alters courthouse access and later adopts masking and reopening policies

In March 2020 the Greeley County Board approved a county disaster declaration for COVID-19, moved to restrict courthouse access to appointments, later approved phased reopenings tied to CARES funding eligibility and in December adopted a mask requirement for courthouse entry.
Facing the COVID-19 pandemic the Greeley County Board of Commissioners adopted emergency operations and public-health measures over several meetings in spring and late 2020.
On March 24 the board approved a County Disaster Declaration (Resolution 2020‑8) concerning COVID‑19 and directed staff to monitor public-health guidance; Deputy Sheriff Jon Howard updated the board on safety-committee preparedness. The Courthouse was closed to general public access except by appointment for urgent matters; staff continued to provide services remotely where possible and allowed limited, screened access for Abstractors under PPE and questionnaire requirements.
In June the board voted to reopen the Courthouse to non-appointment public business by June 15 to meet CARES grant conditions communicated by NACO; the board said it would follow social-distancing practices and continue to encourage remote transactions. Later, in mid-December the board voted to require masks for anyone entering the Courthouse and to make sanitizer available at the door. The board also adjusted sick-leave bank rules for COVID-related isolation to waive a three-day unpaid leave before drawing from the sick bank.
Why it matters: These operational decisions determined residents’ access to county services, affected eligibility for federal/state reimbursement related to COVID-19 costs, and set workplace safety rules for county employees.
The board recorded roll-call votes for the disaster declaration, reopening decisions and masking directive and instructed staff to implement screening, PPE availability and signage at public entrances.
