Greeley County board elects Jordan Foltz chair, confirms 2020 appointments and meeting schedule

The Greeley County Board of Commissioners opened its 2020 organizational meeting on Jan. 14 and selected its leadership and administrative structure for the year.
County Clerk Mindy Grossart, serving as temporary chair, called for nominations for board chair and Joe Leslie moved to nominate Jordan Foltz. The board voted: Leslie yes, Goldfish abstain, Foltz yes, electing Foltz as chair for 2020. Foltz then called for nominations for vice chair; Michael Goldfish nominated Joe Leslie, and the nomination carried with Goldfish abstain, Leslie yes, Foltz yes.
The board set regular meeting dates for the second and last Tuesday of every month at 9:30 a.m., designated the Greeley Citizen and the county website as official publication venues and approved routine organizational items including courthouse hours (8 a.m.–4 p.m.) and depositories for county funds. The board also approved the county cemetery/ burial allowance policy and required contractors to provide proof of liability insurance before beginning work.
In a series of motions the commissioners confirmed a slate of 2020 appointments: Christopher Hayes as county surveyor, Janet Wood as county school superintendent, Lance Harter as highway superintendent, Mark Bauer as emergency manager, Walter Bjorklund as weed superintendent and Franz Trumler as planning & zoning administrator (the Trumler appointment included a $25 monthly phone reimbursement). The board also approved continuing interlocal agreements for veteran services and other routine administrative business.
Why it matters: The organizational meeting establishes who sets policy and runs day-to-day county operations for the year. These appointments vest legal authority in named officials and set regular meeting and publication rules that affect how residents receive notice about county decisions.
The board adjourned after conducting monthly administrative business and approving routine monthly reports.
