Summary
At the April 14 meeting the Des Moines County Board approved an interlocal agreement funded 100% by an Edward Byrne Memorial JAG grant to buy three electric bikes for patrol use, approved payroll reimbursement claims of $256.23, and approved three personnel actions in the correctional center including a promotion and two pay adjustments.
The Des Moines County Board of Supervisors on April 14 approved multiple routine actions, including an interlocal agreement with the City of Burlington funded by an Edward Byrne Memorial Justice Assistance Grant (JAG) to purchase three electric bikes for patrol use, payroll reimbursement claims, and three personnel actions in the county correctional center.
Rob, speaking to the agreement, described it as "an interlocal agreement between the city of Burlington and the county" to purchase three e-bikes, with "2 would go to the Burlington Police Department bike patrol, and 1 would go to the sheriff's office bike patrol." He said the purchase is "100% funded through the Edward Byrne Memorial JAG" grant.
The board moved and approved the agreement and addressed administrative follow-ups: board members noted the need for signatures and a retained copy for the county record. One board member joked about securing the signed document; staff confirmed they would obtain necessary signatures and provide a copy to county administration.
In financial and personnel actions, the board approved payroll reimbursement claims totaling $256.23. The board also approved three correctional-center personnel actions: Mason Boyer was promoted from part time to full-time correctional officer with a new annual pay of $50,072.77 effective April 14, 2026; Rory Cockerman Cockerham received a step increase to a new rate of $53,827.05 effective May 19, 2026; and Kathy Manley, a part-time cook, received a pay increase from $16.80 to $17.10 effective May 1.
These routine approvals followed staff reports and short departmental presentations; the meeting then moved to public comment and was adjourned to a scheduled work session.
What this means: The JAG-funded e-bikes will be deployed to local bike patrols at no direct cost to county general funds, while the personnel and payroll actions formalize promotions and pay adjustments already scheduled by the county.
