North Valley Police agreement expands to Moroni; Fountain Green considering joining

Mayor Micheal Olsen reported that the North Valley Police Department has entered an interlocal agreement with Moroni City effective April 1, 2026, and said Fountain Green City is considering joining that agreement. Assistant Chief Logan Ludvigson told the council that Fountain Green's participation would improve officer coverage and public safety by allowing increased patrols.
Mayor Olsen also said Attorney Kevin Daniels is preparing an agreement with HMH related to local policing arrangements. The minutes do not include the full text of any interlocal agreement or financial terms, nor do they record a council vote on the policing agreements at this meeting.
Council discussion noted the county is proposing changes to the 911 dispatch system and a possible CAD migration to Spillman, and Mayor Olsen said many other mayors in the region oppose changes that would require cities to contribute funding.
No formal action was recorded on the interlocal agreements at the March 24 meeting; staff will finalize agreements and present any required documents for council consideration as needed.
