Webster County awards $582,898 contract for Gowrie urban trail, approves road‑fund transfers

The Webster County Board of Supervisors approved the proposed plans and specifications for the Webster County — Urban Trail Project in the City of Gowrie and awarded a base-plus-alternate contract to Howrey Construction, Inc. for $582,898.00 during its June 4 meeting. The motion to approve the plans and the contract was moved and seconded and carried unanimously.
Supervisors also authorized several fiscal transfers tied to roadway needs and county operations. The board approved a transfer of $174,858 from the General Basic Fund to the Secondary Road Fund and a transfer of $1,625,000 from the Rural Basic Service Fund to the Secondary Road Fund for fiscal year 2023–24. In a separate motion the board authorized transfer of fourth-quarter funds totaling $242,412 from the General Supplemental Fund to the Telecommunication Fund. All transfers were approved unanimously.
The board approved a Fiscal Year 2025 Roadway Maintenance Agreement with the Iowa Department of Transportation covering roads within Brushy Creek State Park and signed a Detour Agreement to use Webster County Route P29 as a temporary detour during a railroad crossing project on Iowa Highway 7. Both agreements were authorized by motion and carried unanimously.
The board also approved a request from Central Iowa Enduro Riders and the Iowa Enduro Riders Association to temporarily close approximately six miles of county roads southeast of Lehigh in Yell Township on Aug. 3 and 4, 2024, from 9:00 a.m. to 3:00 p.m., subject to the requestors providing and coordinating traffic control per the Manual on Uniform Traffic Control Devices. The board approved a Debris Removal Agreement with Adair County as well.
The awards and transfers were recorded as motions with unanimous votes by the supervisors present: Campbell, Carlson, Conrad, Hayek and Thode. The county clerk’s record indicates copies of contracts, permits and plans are on file in the Auditor’s and Engineer’s offices.
