Summary
At its April 15 meeting in Norwich, the Historic District Commission approved COAs for a fence replacement, two historic signs for the David Greenleaf House (with stipulations on front-sign placement), and a chimney modification for a gas insert; it tabled a Huntington Lane barn addition for further review and noted an administratively approved emergency chimney repair at 372 Washington Street.
The Norwich Historic District Commission on April 15 approved multiple Certificate of Appropriateness applications and recorded one administrative emergency repair.
The commission approved a COA for a wooden fence replacement at Ox Hill Road that will match an earlier approved fence. The motion to approve passed with one abstention; commissioners noted the replacement closely matches previously approved work.
The commission also approved two informational signs for the David Greenleaf House proposed as an Eagle Scout project. Nathaniel described the signs as reverse-printed on Lexan in a black aluminum case; commissioners approved two signs with the stipulation that the front sign not be mounted on the house and that final front-sign size and exact placement be worked out with commission staff (administrative approval was proposed for the final location). One commissioner summarized the condition as essentially "approve two signs with final location and size to be determined with the commission." The amended motion passed unanimously.
Jim presented a COA to install liners and a partition wall to accommodate a gas insert in a Canterbury Turnpike chimney. He said his contractor would build a brick center wall between the two liners and reinstall the stone cap so the change would not be visible from the street. Commissioners supported the masonry approach as a code-compliant solution that preserves the chimney's appearance and approved the COA unanimously.
Chair Regan reported having administratively approved an emergency chimney repair at 372 Washington Street on safety grounds after a contractor (Don Armstrong) advised that the house needed immediate work. The commission noted the repair for the record.
The commission approved the minutes of its Feb. 18 meeting (one member abstained owing to absence), set its next regular meeting for May 20 at 5:30 p.m., and adjourned.
