Vlada said the overlay would be applied in specific zoning districts and along corridors such as Maryland Parkway, Charleston Boulevard and Boulder Highway, where RTC has identified transit investments. The proposal includes moving parking to the rear of buildings, encouraging mixed uses, and adding standards to improve pedestrian and bicycle access.
Committee members raised constituent concerns about parking overflow and impacts on adjacent residential areas. "The biggest challenges my constituents feel are parking," said Councilman Brian Knudson, adding a broader observation about population growth pressures and neighborhood impacts.
After discussion the recommending committee voted to forward the overlay to the City Council; the committee's action set the item for Council adoption on May 6, 2026.
