Staff said the draft plan was built from more than 1,000 survey responses, council interviews and public focus groups and that it would be implemented through annual budgets and quarterly reporting. The plan sets five broad goal areas including economic development, public safety, infrastructure, organizational culture and quality-of-life programs.
